• Headliner competition is open to all material appearing in a paid-circulation publication or broadcast in the United States between January 1 and December 31, 2003. There is no limit on the number of entries that may be submitted. Registration fee of $60 per entry.

• The RFK award is for outstanding coverage of the problems of the disadvantaged. Editorial cartoons will be honored for both domestic & international subject matter, for work published in 2003.
$50 entry fee required for each professional entry, limit maximum of 15
