Carlton Stoiber

Carl Stoiber is a freelance cartoonist, focusing on issues of science, technology, the environment, arms control and nuclear energy.  A native of Boulder, Colorado, Carl's first cartooning gig was a strip in his junior high school newspaper entitled "Twitterbird".  An international lawyer, Carl holds B.A. and J.D. degrees from the University of Colorado, an LL.M. degree from the University of London and Diploma from the Hague Academy of International Law.  For thirty years, Carl held legal and policy positions in the federal government--Departments of Justice and State, Arms Control and Disarmament Agency and Nuclear Regulatory Commission.  He maintains an active international law consulting practice on nuclear security and safety issues.  Carl is primary author of the International Atomic Energy Agency's "Handbook on Nuclear Law".  Carl publishes regularly in a range of magazines, including National Parks magazine, Jane's Defence Weekly and the Non-Proliferation Review.  He is the cartoonist for the National Academy of Sciences publication "Issues in Science and Technology".   Carl has illustrated several books, the latest entitled "Nuclear English" by the World Nuclear Association.   When not cartooning or lawyering, Carl heads for the mountains.  In 2005 he has trekked around Tibet's sacred Mt. Kailash and summited the Grand Teton and five difficult peaks in his home state of Colorado.  He lives in Washington, D.C. with his wife of 39 years--Susanne.  Carl may be contacted at crstoiber@earthlink.net
